Glen Ellyn Bars Sump Water on the Sidewalk

Glen Ellyn’s sump sentence is §8-1-10(B), in the section titled Injury to streets. It was read on October 15, 2026. It is not §8-1-11, which is the street-obstruction section that follows it. It is also not the DuPage flood guidebook, even where that guidebook is hosted on a village document page.

No concentrated discharge on a sidewalk or street

Section 8-1-10(B) says no person shall discharge any water from sump pumps, gutters, roof drains, or similar drainage devices in a concentrated manner onto or over a public sidewalk or street. A line that dumps a stream across the public walk is the thing the sentence names. The section does not, in the text that was read, set a minimum distance from the house wall.

Wheaton’s 18-inch exit and its storm-sewer connection are on the Wheaton sump page. Carol Stream’s 10-foot foundation note is on the flooding guide. None of those distances is §8-1-10(B). Using one village’s number in another village is how a discharge gets aimed at the wrong place.

Notice, then the village may abate it

Section 8-1-10(D) says a person discharging water onto or over a public sidewalk or street in a prohibited manner shall stop when the village gives notice. If the discharge is not abated, the village may abate it without further notice and collect the expense, in addition to any penalty or fine. This page does not print a penalty amount. The subsection that was read does not print one either.

The ordinance notes at the end of §8-1-10 are Ord. 3829, April 22, 1991, and Ord. 4861, August 14, 2000. They sit on the section as a whole. This page does not assign either date to the sump sentence alone.

What the neighboring section is, and is not

Section 8-1-11 says it is unlawful to obstruct the public right-of-way, including a sidewalk, street, parkway, or alley, with a narrow exception for a licensed downtown use. That is an obstruction rule. It is not the sump sentence. A search snippet that numbers the sump rule as 8-1-11 does not match the headings on the page that was opened.

The same title also contains driveway rules. A driveway inspection amount appears in a different subsection and is not a sump rule, so it is not printed here. Mailbox dimensions in §8-1-10(E) are not a drainage rule and are not repeated here.

A sump pump that runs during a storm still has to land somewhere that is not a concentrated sheet across the public walk. Exterior waterproofing and drain tile change how much water reaches the pit. They do not repeal §8-1-10(B). Glendale Heights, Bloomingdale, West Chicago, Winfield, and Hanover Park do not have sump pages. Their discharge rules were not read from a code for this update. FAQ

Can a Glen Ellyn sump discharge onto the sidewalk?

No. Section 8-1-10(B) bars discharge from sump pumps, gutters, roof drains, or similar devices in a concentrated manner onto or over a public sidewalk or street. The section does not print a distance from the foundation.

Is the rule §8-1-11?

No. The sump sentence is §8-1-10(B), under Injury to streets. Section 8-1-11 is the street-obstruction section. Do not swap the numbers.

What happens if the discharge stays?

Section 8-1-10(D) says the person shall stop when notified. If the discharge is not abated, the village may abate it and collect the expense in addition to any penalty or fine. This page does not print a fine amount.

Is the DuPage flood guidebook Glen Ellyn’s code?

No. The guidebook is county guidance. A copy hosted on a Glen Ellyn document page does not turn it into §8-1-10. Carol Stream’s 10-foot note is not this section either.
